Rebecca Payne, MD
Dr. Rebecca A. Payne completed her residency in general psychiatry and a fellowship in addiction psychiatry at the Medical University of South Carolina. Dr. Payne joined the faculty of Palmetto Health USC in the Department of Neuropsychiatry and Behavioral Science in 2012. She is board certified in general psychiatry and in addiction psychiatry. Her areas of interest include teaching trainees, the intersection of addiction and forensic psychiatry and providing education for the community about substance use disorders and their treatment. Dr. Payne is a member of the American Academy of Addiction Psychiatry’s Board of Directors. Javana Lovett earned her Bachelor’s degree in English from South Carolina State University and Master’s degree in Public Administration from Georgia Southern University. Ms. Lovett joined Richland School District Two in 2014, as project director for The Project CARE Coalition, a Drug-Free Communities (DFC) grantee. She has more than 10 years of experience in substance abuse prevention and is a certified LifeSkills and Project ALERT Trainer. Ms. Lovett is a member of the SC Governor’s Opioid Emergency Response Team. Jamie Chrisman Low earned her bachelor’s degree in Psychology, Philosophy, and Religion and master’s degree in Clinical Mental Health Counseling from Winthrop University. Ms. Low is the statewide recovery network weaver and RCSP-SN grant project director for FAVOR SC, and STR grant project director for FAVOR Piedmont. She is an LPC-I in private practice earning board certification in telemental health. She is also a person in long term recovery.
